United Nations Council Backs the US Gaza Proposal

A UN Security Council has voted to endorse a plan advanced by the US president for establishing a long-term stability in the Gaza Strip, encompassing the deployment of an multinational security unit and a possible route to a Palestinian statehood.

Unanimous Approval with Notable Abstentions

The resolution was adopted by a vote of thirteen in favor, with Russia and China choosing not to vote. Washington's diplomat the US ambassador told the council chamber that it charted “a new course in the area for the conflicting parties and all the inhabitants of the region alike”.

Balanced Wording on Sovereignty

Incorporation of allusions to an self-governing Palestine was the concession the United States offered for support from the Arab and Islamic world, who are expected to supply peacekeepers for the multinational unit.

“The transitional arrangements that we embark on today must be implemented in adhering to international law and honoring Palestinian sovereignty,” Britain's representative declared.

Government Resistance Remains

Nonetheless, on the verge of the UN vote, PM Benjamin Netanyahu reiterated his cabinet's adamant opposition to the creation of a sovereign Palestine, casting doubt on whether Israel will permit the execution of the Council-backed plan.

Key Provisions of the Proposal

  • Swift elimination of existing limitations on humanitarian aid into Gaza
  • Formation of an international stabilisation force
  • Progress on reconstruction and a possible “avenue to Palestinian sovereignty and statehood”

Vague Wording and Stipulations

The inclusion to sovereignty was a compromise addition to an original American proposal which excluded it. But the phrasing is ambiguous and conditional, declaring only that once the Palestinian leadership has undergone changes and the reconstruction of the strip is progressing, “the conditions may eventually be in position for a feasible course to Palestinian sovereignty and nationhood.”

Worldwide Feedback

The wording did not meet of the definite pledge to the building of a sovereign Palestine next to Israel sought by Muslim nations, as well as EU representatives, but in speeches to the chamber after the vote, representatives from those nations said they were willing to endorse the agreement in the interests of extending the present ceasefire and swift steps to assist and secure the over two million Palestinian people in the territory.

“We has ultimately decided to support of this document, a text that we support its primary aim, namely the maintenance of the ceasefire and the creation of situations permitting the Palestinians to claim their basic entitlements to sovereignty and nationhood,” Amar Bendjama stated.

Practical Difficulties

The proposal provides overall oversight authority to a “board of peace” led by Donald Trump, but of undefined composition. The group has to inform the United Nations but it is not bound by the preferences of the global organization or by the Palestinian Authority.

It also calls for the creation of a specialized Palestinian group that is supposed to run daily administration of the Gaza Strip and the provision of utilities, but it is quite ambiguous who would take part.

Stabilisation Team Mandate

The mandate of the ISF gives it authority to disarm and dismantle militant organizations in Gaza, but it is quite ambiguous that potential participating nations would be willing to face such organizations. Not a single nation has yet pledged to sending peacekeepers.

Moreover the standards for reform of the Palestinian Authority, the prerequisite towards steps to Palestinian statehood, have been unclear.

EU representatives said they viewed it as pressing that the identities of the specialized group to provide utilities was determined as quickly as possible.
