As Kyiv's financial reserves run low, the £184bn worth of assets belonging to Russia that remain frozen across Europe, notably in Belgium, offer a clear recourse. Harnessing these funds for Ukraine is seen by many as the enactment of a responsibility, a powerful demonstration that Europe can still act decisively.

Moving Through the Tangled Web of Politics and Law

In the convoluted sphere of practical geopolitics, however, the situation has been far from straightforward. Juridical hurdles, economic factors, and divisive political agendas have forcefully inserted themselves, sometimes venomously, into the tense negotiations. Demanding wartime compensation can carry lethal political consequences. Asset forfeiture will undoubtedly face robust legal opposition. Critically, it is staunchly resisted by Donald Trump, who demands the return of Russian capital as a central plank of his proposed peace plan. He is applying intense pressure for a swift agreement, with representatives of both powers set to reconvene in Miami this very weekend.

The EU's Ingenious Loan Proposal

The European Union has striven hard to design a financial package for Ukraine that harnesses the value of the assets without outright giving them to Kyiv. Their loan proposal is seen by supporters as clever and, for those who champion it, both within the bounds of law and crucially important. This perspective will not be shared in the Kremlin or the White House. Several EU member states remained skeptical when the summit opened. The host nation, notably, was on a knife-edge. International bond markets could punish states seen to shoulder part of the financial liability. Meanwhile, millions of voters enduring soaring inflation could balk at such multibillion-euro commitments.

Europe's laudable effort at collective action might, ultimately, end by opening a worldwide wave of even more ruthless state-centric economics. Clear victories are elusive in this high-stakes arena.

Why This Summit Matters So Much

The weight of these dilemmas, alongside a multitude of additional complex problems, illuminates three major points. First, it shows the reason this week's European summit, extending into Friday, is of critical significance for Ukraine. Second, it emphasizes how the meeting is at least as important, though in a different existential way, for the coming direction of the bloc. Third, and perhaps unsurprisingly, it accounts for why a unified position was lacking in Brussels during the first part of the summit.

Looming over all, however, is a fact that remains unchanged regardless of the conclusion reached. If the west does not leverage the frozen Russian assets, European and American allies lack the means to fund a war heading into its next painful chapter. That is why, on countless dimensions, this represents the defining hour.
