Difficulties Continue for Humanitarian Assistance in Gaza City In Spite Of Temporary Peace

While the access route at the Egyptian border opens in the coming days, humanitarian organizations encounter substantial challenges providing assistance to the northern region, the region hardest impacted by hunger, specialists report.

Access Challenges

Major routes are virtually unusable due to widespread damage across the war-torn region – or are still under the control of Israeli forces. Any truck that breaks down is almost certainly quickly plundered.

Zikim, the key gateway to the northern region, devastated by multiple years of conflict, has been closed for several weeks, and government representatives have informed humanitarian organizations in Gaza that there are no immediate plans to activate the border point, per reports from humanitarian staff.

Damage in Gaza City

The northern urban center was the focus of a major Israeli offensive initiated in August that was continuing when the temporary truce was signed recently.

Damage in the northern region has been extensive, with complete communities including Beit Lahiya and neighboring towns in destroyed as well as many of the outlying areas of the urban center.

"Any operation of a crossing into Gaza is welcome, but we need to guarantee we can reach people where they are," stated a senior director from an international NGO.

Relief Situation

Local residents said many of the roughly 300,000 people who have gone back to the northern region from the overcrowded coastal zone where they had been staying during the Israeli offensive were now "camping" among the debris of their homes, often without any protection and with limited food or water.

A spokesperson from a humanitarian body said the devastation in northern Gaza was "shocking".

"It is neighborhood after neighborhood, structure after structure ... there is massive desperation for clean water. The situation is dire. We require every border point functioning," the representative, who was in the urban center earlier this week, said.

Limited Entry

A community leader based in the northern city said the needs in what used to be the area's active economic and social center were "immense".

"People have positive expectation and optimism but there needs to be rapid progress on the crossings. We haven't seen any significant change on the reality yet," the representative stated.

"There remains a very limited amount of assistance [and] we are just beginning to comprehend the degree of damage. Multiple thoroughfares are just full of ruins ... there is scarcely a building that is undamaged. We see destruction and unexploded ordnance everywhere."

Current Developments

In recent days, humanitarian organizations said small quantities of necessary propane entered Gaza for the first time in multiple months, along with shipments of flour, rice and fresh vegetables. The additional resources sent commercial prices tumbling.

In the central town, a local resident said there had been noticeable change since the peace agreement.

"The markets are containing products, fresh goods, and fruits, although the prices are remaining elevated and not affordable for all people," the resident stated.

Cold Season Needs

"The primary requirements at present, particularly given the coming of the cold season, are to have a tent to shelter us from the low temperatures and warm garments because the stores do not have enough clothes for us or, if they can be found, they are scarce and very expensive."

Several internationally-backed food preparation facilities in central and southern Gaza have resumed functioning since the peace agreement.

Support Delivery

Vehicles were stated to have passed via the border access point via the eastern border to Gaza during recent days, though exact numbers were unknown.

The country's media outlet stated that recent humanitarian shipments would include food, medical supplies, energy sources, propane and tools to restore crucial facilities.

"Relief supplies continues to enter the conflict region through the humanitarian corridor and alternative access points after safety verification," an government spokesperson said.

Distribution Problems

But tracking the volume of transports could be inaccurate, warned a professional from a relief agency. "We must determine the contents of the transports and their capacity levels for it to be a genuinely useful measurement," the official added.

Commercial operators are dispatching groups of trucks carrying chocolate, fizzy drinks and snacks, which have little nutritional value, while emergency treatments for children or others who have gone without adequate food for multiple years are limited.

Treatment Status

In Gaza City, only few nutritional outpatient clinics are functioning, compared with numerous in summer.

Numerous organizations have millions of dollars of humanitarian goods stockpiled in the region pending distribution. A humanitarian body working with Palestinians across the territory for decades has extended provisions of sustenance for all residents ready to be transported.

"We possess the supplies, the instruments and the skills ... we just need the access," said one aid worker, recently returned from Gaza.

Governmental Factors

A diplomatic framework details that "full" support should reach Gaza and be provided through humanitarian bodies and the Red Crescent, without interference from any armed factions or national security.

This likely prohibits the disputed government-supported humanitarian organization which started working in spring, resulting in uncontrolled circumstances and multiple fatalities as numerous individuals assembled around its assistance centers.
